Virtual phone numbers explained

A virtual phone number is an ordinary telephone number from a national numbering plan that is not tied to a physical line, a SIM card or a fixed address. Calls to it are delivered over IP to a destination you choose, and that destination can be changed at any time without changing the number. To the person dialling, it behaves exactly like any other number in their country: same length, same area code, same dialling habits, same call charge.

The word “virtual” describes the delivery, not the number. The number itself is a real, regulated numbering resource that a licensed operator holds under the rules of a national regulator. What is virtual is the link between the number and the equipment that answers it.

How a call reaches a virtual phone number

  1. The caller dials. Nothing about the dialling is unusual. The caller uses the national format they always use.
  2. The originating carrier routes on the number. The caller’s fixed or mobile operator looks at the digits and hands the call towards the operator that holds that range, or towards the operator the number has been ported to.
  3. The range holder receives the call. This is the licensed operator that was allocated the block of numbers by the national regulator and that is accountable for how the numbers are used.
  4. The voice provider maps the number to a destination. At this point the number stops behaving like a line and starts behaving like a routing key. The provider looks up what you have configured for that number and forwards the call accordingly.
  5. Your system answers. Delivery is normally a SIP INVITE to your endpoint, with audio carried in a separate RTP stream. It can also be an onward call to a different telephone number, which is what “call forwarding” means in this context.

Steps 1 to 3 are the same for a virtual number and a traditional line. Only steps 4 and 5 differ. That is the whole idea.

Signalling and media are separate

Two protocols do most of the work on the IP side. The Session Initiation Protocol, defined in RFC 3261, sets up, modifies and ends the call. It carries the dialled number, the calling party identity and the negotiation of what audio format both sides will use. The Real-time Transport Protocol, defined in RFC 3550, carries the audio itself.

This matters in practice. A number that rings but produces silence is almost always a media problem, not a numbering problem. Signalling reached your system, the audio path did not. If you are new to this split, our explainer on what SIP is covers it in detail.

One number does not mean one line

This is the single most useful thing to understand about virtual numbers, and the thing that most explanations get wrong. A traditional analogue line could carry one call at a time because the copper pair could carry one call at a time. A virtual number has no such constraint built into it. How many simultaneous calls it can take is a property of the trunk or the plan behind it, and how those calls are distributed is a property of the routing rule.

That decoupling is why the same number can ring a PBX during office hours, a mobile at night, and a backup site when the primary endpoint stops responding. It is also why a business can hold hundreds of numbers across many markets and terminate all of them on a single interconnect.

Virtual number, DID, SIP trunk and extension

These four terms get used loosely and they mean different things.

In practice, “virtual number” and “DID” describe the same object from two angles: one commercial, one technical. A number is delivered to your platform over a SIP trunk, and your platform decides which extension, queue or application it lands on. The main types of virtual number

Number type is a regulatory category, not a marketing tier. It determines who can hold the number, what callers pay, and often whether callers will answer at all.

UIFN is worth understanding because it is frequently misdescribed. According to the ITU, a UIFN has a fixed 11-digit format: the three-digit global service country code 800 plus an eight-digit Global Subscriber Number. The ITU Telecommunication Standardization Bureau acts as registrar, applications may only be submitted by a recognised operating agency, and a reserved number must be in service between two or more countries within 180 days or it is cancelled. It is a genuinely global identity, but it is not a universal one: coverage depends on which countries and which access types participate, and mobile access is not guaranteed everywhere.

Some regulators also maintain ranges built specifically for location-independent services. The UK is a clear example. Ofcom’s National Telephone Numbering Plan designates the 056 range for a “Location Independent Electronic Communications Service”, defined as a service where the customer’s equipment is not necessarily permanently associated with a particular network termination point, where no translation to a geographic number is provided, and which is not a mobile service. That definition is close to a formal regulatory description of a virtual number.

What actually decides whether you can get a number

Availability is set by the numbering plan and the regulator, and it varies far more than most buyers expect. Four factors do most of the work.

Conditions of use attached to the range. Number ranges carry rules about who may hold them and what they may be used for. A range designated for public sector bodies cannot be assigned to a private company, and a range designated for one service type cannot be repurposed.

Out-of-area rules for geographic numbers. This is the rule that decides whether you can hold a city number without an office in that city, and it differs by country. In the UK, paragraph B3.1.1 of Ofcom’s National Telephone Numbering Plan states that a geographic number shall be assigned only to a subscriber whose network termination point is physically located within the associated geographic area, unless the subscriber has specifically requested a number with that area code and call charges remain consistent with other numbers using the same code. The exception is what makes out-of-area use workable in the UK, and it is conditional rather than automatic. Other regulators are stricter, and some require documented local presence.

Cross-border use inside a bloc. The European Electronic Communications Code is often quoted as if it created a general right to use any national number anywhere in the EU. It does not. Article 93(4) of Directive (EU) 2018/1972 requires each Member State to make available a range of non-geographic numbers that may be used throughout the Union for electronic communications services other than interpersonal communications services, which in practice means machine-to-machine and similar use. Ordinary business telephony is not covered by that provision, so cross-border use of a normal geographic or mobile number still depends on each country’s own conditions.

Identity and address verification. Many countries require documentation before a number is issued: company registration, a named contact, proof of address, or an address inside the country. These are separate requirements, and satisfying one does not satisfy another. A registered company is not proof of address, and proof of address is not proof of local presence.

One consequence follows from all of this: a country code tells you which numbering plan the number came from. It does not prove where the caller is, where the business is, or where the call is being answered.

Emergency calling is the exception to “route it anywhere”

Flexible routing is the point of a virtual number, and emergency services are where that flexibility becomes a legal problem. If a number can be answered anywhere, the network cannot infer where an emergency caller is standing.

Regulators handle this by shifting responsibility onto the service provider. In the United States, the FCC requires interconnected VoIP providers to deliver location information with 911 calls. Under the rules implementing Section 506 of RAY BAUM’S Act, providers of non-fixed interconnected VoIP have had to supply automated dispatchable location where technically feasible since 6 January 2022, and otherwise a Registered Location obtained from the customer or alternative location information sufficient to identify the caller’s civic address and approximate in-building location. Other jurisdictions apply their own versions of the same principle.

The practical takeaway for anyone deploying virtual numbers: treat emergency calling as a separate design decision per country. Confirm whether the number supports emergency access at all, who is responsible for keeping the registered address current, and what your users are told if the service does not support it.

What to check before you order

  • Type and availability. Confirm the number type and whether the specific city or range you want is in stock, rather than inferring it from a general coverage claim.
  • Documentation. Ask what is required before activation, and whether the requirement is identity, business registration, an in-country address, or all three.
  • Concurrency. Establish how many simultaneous calls the number and the underlying trunk will carry, and what happens when that limit is reached.
  • SMS. Voice capability does not imply messaging capability. SMS support depends on the country and the number range, and is often narrower than voice.
  • Portability. Check whether the number can later be ported away. A number you cannot move is a number you cannot leave.
  • Emergency calling. Confirm the position per country before deployment, not after.
  • Outbound presentation. Holding a number does not automatically entitle you to present it as caller ID on outbound calls from another network. Frequently asked questions

Is a virtual phone number a real phone number?
Yes. It is allocated from a national numbering plan by a licensed operator and follows the same format rules as any other number, including the 15-digit maximum set by ITU-T Recommendation E.164. Callers cannot tell the difference from the digits alone.

What is the difference between a virtual number and a DID?
They usually describe the same thing. “DID” is the telecom term for a number that routes an external call directly to an internal destination. “Virtual number” is the commercial term for a number whose delivery is not tied to a physical line. A virtual number is normally implemented as a DID.

Does a virtual number need a physical phone line?
No. It needs an IP connection to the destination, or an onward telephone number to forward to. That is the defining characteristic.

Can one virtual number ring several destinations?
Yes. The routing rule can ring endpoints simultaneously, in sequence, on a schedule, or only when a primary destination fails. The number itself holds none of that logic.

Can a virtual number receive SMS?
Sometimes. Messaging depends on the country and the number range, and voice-capable ranges are frequently not message-capable. Confirm before ordering if messaging matters.

Do I need an office in a city to get its area code?
It depends on the country. Some regulators permit out-of-area use under conditions, as the UK does under Ofcom’s numbering plan. Others require a verified local address. Treat it as a per-country question.

Can I keep a virtual number if I change provider?
Usually, if the number is portable in that country and the range is eligible. Portability rules, timescales and eligibility are set nationally, so confirm before committing to a number you plan to build a brand around.

Are virtual numbers legal?
They are a standard regulated telecom product. What varies is the conditions attached: which entities may hold a given range, what documentation is required, and how the number may be used. Compliance sits with how the number is obtained and used, not with the delivery method.
